Dioxins are thought to be produced by burning chlorine substances. It is a colorless, odorless fat-soluble poisonous chlorine compounds and its toxicity is 130 times that of cyanide and 900 times that of arsenic. It has hard carcinogenic and can cause severe skin disease. Small amount of dioxins in the human body will not immediately cause disease. However, due to its strong stability, once intake, it is not easy to excrete. For example, there is a high incidence in the vicinity of the waste incineration station of Japan, which is relative to dioxins upon investigation. Most people believe that the most harmful material is eliminated after burning, however, the refuse incinerator can only eliminate most of biological and viral pollution. In the meanwhile, waste incineration may be able to produce other potential pollution. That is because that the harmful heavy metals, such as lead, cadmium and mercury in the waste will remain in ash after incineration. Therefore, from the point of view of heavy metal treatment, the pollutant in the waste will not disappear completely, but transfer into the ash. Hence, the heavy metal and other nonflammable materials should do the pre-segregation before the waste incineration.
